  2. If they sell their goods anywhere in Canada, then it has to be bilingual. That's not just a requirement in Quebec. So, I'm guessing they sell stuff in Canada, or at least their bath tissue.

  6. Kleenex is also bilingual, French and English, because it's made in Canada. I suspect they might make the Whole Foods brand for them to carry under their label. Or else Quebec is just the bathroom tissue capital of the world.
